Health institution exemption – stakeholder survey

The Medicines and Healthcare products Regulatory Agency (MHRA) is seeking feedback from health institutions across Great Britain on the use of the health institution exemption (sometimes referred to as the in-house manufacturing exemption). This short survey is your chance to share your experiences and help shape future policy. The deadline to respond is 11:59pm, Monday 15 September 2025.

Building on the government’s consultation on the future regulation of medical devices, the MHRA is refining its approach to the health institution exemption. Your insights will help inform updated guidance that supports access to innovative medical technologies while ensuring patient safety and public health remain at the forefront.

By taking part, you’ll be contributing to policy that may extend access to exempted devices into communities and homes, strengthen safety through enhanced oversight, and support reforms in care delivery.
